can utec change rev limiter?

The Z UTEC is a Plug and Play Parallel Engine Management System. Designed to work together with you factory ECU. The UTEC gives you the ability to let the factory ECU drive the car under normal cruise conditions then take over when you are ready for the power in a flawless manor. UpRev's Cipher product can change the idle. It's useful on G's and Z's that are FI, or have cams, or just idle too high or low.

I think a UTEC can adjust the rev limit on a non-revup G or Z. I don't think the UTEC will change the RevUp's rev limit because it needs to stop the fuel and throttle body. I'm almost positive that UTEC's don't have the capability to manipulate the drive-by-wire throttle assembly.
You can flash the stock ECU. Actually, that's the only thing you would flash... technically, you also flash a stand-alone's EEPROM when you upgrade the firmware, but I don't think this is what the poster above means...
