Cant register?

I have a friend that is trying to register to the forums and umm... he cant. It says registration has been disabled by the administrator. Any idea whats going on? Here, see for yourself https://my350z.com/forum/register.php

It's been turned off for a few days until a solution to the spam-bot problem is implemented.
